The Town Board is the municipality's legislative, executive and administrative body. In Clay, the Board is comprised of 7 members, the supervisor and 6 councilors. Members are elected at large meaning that each member represents all Town residents. The supervisor's term of office is 2 years; board members are elected to 4-year terms.
The duties and responsibilities of the Town Board are granted and required by New York State statutes. Included is the authority to enact local laws, the responsibility for the government management, the provision of Town services and control of Town finances including the establishment of the Town budget which determines Town taxes. Another area of granted authority, important in a growing area such as Clay, is the administration and enforcement of the Town's zoning and planning policy.
