Planning Board Minutes  

                                          March 22, 2006                                                   
                                             

The regular meeting of the Planning Board of the Town of Clay, County of Onondaga was held at the Town Hall, located at 4401 Route 31, Clay, New York on the 22nd of March 2006. Chairman Walter Lepkowski called the meeting to order at 7:30 PM and upon the roll being called, the following were:

Approval of Minutes:
Motion was made by Casey Jordan, seconded by James Sharpe, to approve the minutes of March 8th, 2006 as presented.

Motion passed 6-0.

Public Hearings:

06-2-3 Eldan Homes, (3) Preliminary Plat, north side of VerPlank Road, 2500’ east of Henry Clay Blvd. (10 lots). 

Doug Beachel, Eldan Homes, Joe Phillips, Phillips and Associates Surveyors, Scott Freeman, Landscape Architect, Keplinger Freeman Associates were present. 

The application is for a 31 acres parcel off VerPlank Road purposed to subdivide into 100,000 sq. ft. lots as per the zoning. The applicant spoke with Jim Steltzer of Onondaga County DOT regarding the road entry, and followed up with a site visit. Jim Steltzer said that he was comfortable with that location of the road access and will have written correspondence to that effect to be forwarded to the Planning Board when received. 

Onondaga County Planning Board comments were that no access should be permitted to VerPlank Road, the applicant needs to obtain permits from the NYS DEC, or the US Army Corp of Engineers for any proposed development in the wetlands, and the temporary easement for a turnaround must be located on site unless the adjacent site is under the same ownership. 

Ron DeTota presented the following engineering items that should be addressed:

Change road frontage to 40’ from the centerline. 
Include grading plan and draining analysis
Show the centerline of creek on plan.
Include road cross section

Chairman Lepkowski opened the hearing to public comment, hearing none he asked for a motionto adjourn the hearing.
Motion made by Bruce Johnson, seconded by Casey Jordan to adjourned this hearing to the Planning Board meeting of April 12, 2006. 

Motion passed 6.0

Signs:

Chase Bank, permit number is 37927. 

Discussion was conducted regarding the signs for Chase Bank. Further information is needed to make a decision regarding the signs including if all the signs are being replaced and if they are all illuminated. The Planning Board requested a whole new package of all individual signs to include to what degree the signs are illuminated and how many bulbs are in the large pylon.

Motion made by Bruce Johnson and seconded by James Sharpe to adjourn this mater to the Planning Board meeting of April 12th, 2006.
