How does a resident acquire a new blue bin for recyclables?

The resident needs to come to the Town Clerk's office in the New Town of Clay Municipal Building located at 4401 State Route 31, Clay, NY. Their office is located straight ahead as you walk in the main entrance.
The hours are from 8:30 AM til 4:30 PM. If the hours are inconvenient for you, you may pick them up at the highway department from 7:00 AM until the Town Clerk's office opens at 8:30 AM.

What happens when a resident's mailbox is damaged during the winter?

The Town of Clay Highway Department under NO CIRCUMSTANCES will repair or replace a homeowner's mailbox that fall under these conditions:

Spindle type wooden post
Plastic of any kind (including Rubbermaid green surround)
Any post which was already in unstable or poor condition
A mailbox that was popped off the cross member from the weight of pushed snow (if your mailbox shows no damage, but is just laying there, chances are it was not hit by the plow but the weight of pushed snow took the box off the support)
No paper tube will be reinstalled, repaired or replaced
Any that is located on a County maintained or State Highway

Any damaged decorative type will be replaced with our standard replacement mentioned below

All mailbox posts will be replaced with a standard treated 4 X 4
All unusable mailboxes will be replaced with a standard mailbox
     NO EXCEPTIONS TO THE RULES


Who do I contact regarding a street light that is not working?

Niagara Mohawk owns and maintains all streetlights, therefore, you need to call them at 1-800-642-4272.

After the semi-annual pick up is completed and I have yard waste, what do I do with it?

There are two compost sites that are run by Onondaga County that you may take your yard debris to. You may find out information about these sites by calling Operation Separation at 315-453-2870.  If resident's need large tree or major yard work to be done, it is best to schedule that work just before the semi-annual pick-up. By arranging the heavy yard work at that time, the resident is assured that the debris will be picked up as scheduled.  Most residents now reside in brush districts.  Which means that you have a contractor that picks up your yard debris every other week.  This information can be  found on the first page when you open the Town of Clay website, under the heading Resources.  The highway department picks up yard debris in May and in October only. 

I have certain items that I don't know how to dispose of, what shall I do with them?

Please call Operation Separation at 315-453-2870 for any of your questions regarding items you don't know how to dispose of or any questions you may have regarding recycling.  There is also great recycling information on the second to last page of your telephone book.

Do you have a schedule for leaf removal? 

The highway department begins the leaf pick up directly after the fall yard debris and metal pick up in October. It starts the last Wednesday in October and continues through November and December, weather permitting. There is not a schedule for dates for designated areas, the highway department picks up the leaves town wide throughout the two months.



Do you have Onondaga County Department of Transportation phone number?

If you live on a county highway and have questions regarding roadwork or drainage, you need to call the Onondaga County DOT at 315-435-5452. If you live on Route 31 or have questions regarding Route 481, you must call New York State DOT at 315-458-1910.  If you are not sure if the road or street you reside on is owned and maintained by the Town of Clay, Onondaga County or New York State, please refer to the menu on the left and click on County/State Roads.

The snowplow damaged our yard while plowing snow, when can I expect this to be repaired?

Early summer, generally the first part of June, after the ground has a chance to thaw and the topsoil is dry and usable, the highway department crews go throughout the town to repair resident's yards. You do not have to call to report this, as the crews travel each and every street in the town and repair the damage. 

There is a dead animal in our street, can you have someone pick it up?

The highway department does not retrieve dead animals from the highway. You would have to call the animal control officer at 652-3848.
